Job Summary

Under general supervision, is responsible for overseeing the execution of various human resources processes in support of assigned departments, with particular focus on pre-employment processes and recruitment activities. Working conditions are primarily inside an office environment. May exercise supervision over assigned staff.

Work Hours
7:45 a.m. - 4:30 p.m., Monday - Friday; some evenings and weekends may be required, depending on processing events and business needs.

Essential Job Functions

  • Serves as lead Human Resources Specialist in assigned pre-employment functions and may assess and distribute workload to assigned group, as necessary.
  • Leads the Recruitment Division's Employment Processing Team in assigned employment processing activities, including pre-employment paperwork, background checks, verifications, and processing events/appointments.
  • Assists Human Resources Administrator and Human Resources Project Manager with the compilation of performance measures and completes work quality control reviews.
  • Performs all functions within the Employment Processing Team as necessary, including recruitment and hiring activities, employee file maintenance, vendor invoice reconciliation, employment systems maintenance, and work quality review.
  • Identifies recurring problems with tools and processes and consults with Human Resources Administrator and Human Resources Project Manager to develop feasible solutions.
  • Collaborates with Human Resources team members to research and resolve employment issues and identifies and creates reporting mechanisms, as necessary.
  • May supervise, train, and evaluate assigned staff.
  • Assists with the performance of special projects as assigned by the Human Resources Department.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Associate's Degree from an accredited college or university with preferable coursework in Human Resources or a related field.
  • Four (4) years of experience with human resources processes or automated data processing systems.
  • This position requires a valid Class "C" Texas Driver's License OR valid driver's license from another state with the ability to obtain a valid Class "C" Texas Driver's License within 30 days of becoming a Texas resident.  Use of your own personal vehicle may at times be required and proof of Liability Insurance will be required.
Preferred Qualifications
  • Four (4) years of experience with employment and pre-employment processes, including completion of I-9s, background checks, DOT verifications, and experience and education verifications.
  • Four (4) years of experience providing exceptional internal and external customer service.
  • Professional experience working with Human Resources Information Systems (HRIS) and Applicant Tracking Systems (ATS).
  • Professional experience working with Microsoft applications, including Excel, Outlook, and Teams.
  • Professional experience with running reports and invoice validation.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Skill in operating a personal computer and utilizing rudimentary software.

  • Ability to supervise, train, and evaluate staff.
  • Ability to establish and maintain effective working relationships with City staff and the general public.
  • Ability to compile, organize, and maintain accurate and complete records and files.
